I. organizational leadership

this competition is a class I vocational skills competition. The organizing committee is established to be responsible for the overall arrangement and organization and management of the competition. The members of the organizing committee are the leaders of the organizer and the responsible comrades of relevant departments, units and industry associations. The organizing committee has an office, which is specifically responsible for the organization and daily management of the competition. The office is located in the China Institute of information and communication and the education and examination center of the Ministry of industry and information technology

the finals of the competition were jointly organized by the China Academy of information and communications, the education and examination center of the Ministry of industry and information technology, the China Institute of industrial interconnection, the national industrial information security development research center, the China Internet association, the Jiangsu Provincial Department of industry and information technology, the Jiangsu Provincial Communications Administration, and the Nanjing Municipal People's government

II. Competition content

the competition consists of theoretical knowledge examination and skill operation examination. Among them, theoretical knowledge accounts for 20% and skill operation accounts for 80%. The competition content is closely combined with the actual production scene of the enterprise and the application and development of industrial interconnection security technology, and focuses on the theoretical and technical level of the contestants' safety testing, evaluation, operation and maintenance, guarantee and completion of designated tasks in industrial interconnection network, equipment, control, platform, application, data and other aspects. III. competition organization mode

(I) competition grouping

the competition is divided into staff group, teacher group and student group, and each group is a three person team competition

1. Staff group: on-the-job staff of the enterprise with relevant working experience in the application of industrial interconnection security technology

2. Teacher group: on-the-job staff of colleges and vocational schools (including technical colleges, the same below) with relevant work experience in the application of industrial interconnection security technology

3. Students: our staff arrived at the debugging team: full-time registered students of colleges and universities, vocational schools and related majors

5. Those who have won the titles of "China skills Award" and "national technical expert", and who have won the top 5 in 2019 national class I competition (top 3 in double events and top 2 in triple events), and top 3 in national class II competition (top 2 in double events and top 1 in triple events) and who are employees are not allowed to participate as players. Entrepreneurial students with full-time student status are not allowed to participate as employees

(III) competition mode and quota

the competition is divided into two stages: trials (qualifiers) and finals

the trials are jointly organized and implemented by the competent departments of industry and information technology of all provinces (autonomous regions and municipalities) and Xinjiang production and Construction Corps, the Department (bureau) of human resources and social security, the labor union, the Youth League Committee, the local communications administration and other relevant units. The provinces (autonomous regions and municipalities) and Xinjiang production and Construction Corps that hold the trials can each send 7 teams (3 staff groups, 2 teachers groups, and 2 students groups) to participate in the finals. Provinces (autonomous regions and municipalities) and Xinjiang production and Construction Corps that do not meet the conditions for holding the trials may organize participating teams to participate in the preliminary trials. In addition, this competition plans to invite some key state-owned enterprises to hold trials independently. Enterprises holding trials can send two teams to participate in the finals, and enterprises that do not have the conditions to hold trials can organize participating teams to participate in the preliminary competition

under the leadership of the competition organizing committee, the preliminaries and finals are organized and implemented by the competition organizing committee office

IV. time and place of the finals

the finals of the competition will be held in Nanjing, Jiangsu Province in early November 2020, in the form of offline competitions. The specific time and place will be notified separately

v. recognition and reward

(I) staff group. Five first prize winners, 10 second prize winners and several third prize winners were selected in the national finals

1. The top two players in the national finals will be awarded the title of "national technical expert" after being approved by the Ministry of human resources and social security

2. For the contestants who have won the first prize and meet the recommendation conditions, the province (District, city) where the contestants are located and the Federation of trade unions of Xinjiang production and Construction Corps will give priority to recommending the "National May Day Labor Medal" to the national Chief Engineer LED display meeting in the next year

3. The top two players who have won the first prize and are 35 years old and below, who meet the conditions, will be recommended to the Central Committee of the Communist Youth League to be awarded the title of "national youth post expert" according to the procedure

4. The organizing committee will issue corresponding bonuses, trophies and honorary certificates to the winners

(II) teacher group. Five first prize winners, 10 second prize winners and several third prize winners were selected in the national finals

1. The top two players who won the first prize will be awarded the honor of "national technical expert" after being approved by the Ministry of human resources and social security

2. The top two players who have won the first prize and are 35 years old and below, who meet the conditions, will be recommended to the Central Committee of the Communist Youth League to be awarded the title of "national youth post expert" according to the procedure

3. The organizing committee will issue corresponding bonuses, trophies and honorary certificates to the winners

(III) student group. Five first prize winners, 10 second prize winners and several third prize winners were selected in the national finals. The organizing committee will issue corresponding bonuses, trophies and honorary certificates to the winners

(IV) group rewards. The organizing committee will award "outstanding contribution award" to the co organizers and supporting units with outstanding contributions. For units with outstanding organizational performance, the organizing committee will issue the "excellent organization award". The organizing committee will award the "team total score Award" to the units with excellent overall results in the national finals. The organizing committee will award the "regional award of excellence" to the regions that have achieved outstanding results in the national finals. For enterprises with outstanding comprehensive performance in the national finals, the organizing committee will issue the "enterprise award". For colleges and universities that have made outstanding comprehensive performance in the national finals, the organizing committee will issue the "College Award"

VI. relevant requirements

(I) all provinces (autonomous regions and municipalities) and the competent departments of industry and information technology of Xinjiang production and Construction Corps, the competent departments of communications, as well as important state-owned backbone enterprises, together with the Department of human resources and social security (bureau), the Federation of trade unions, the Youth League Committee and other relevant departments, according to the unified deployment of the competition organizing committee, comprehensively consider the prevention and control requirements of the COVID-19, seriously do a good job in the organization, and ensure the smooth progress of the competition

(II) all provinces (autonomous regions, municipalities) and Xinjiang production and Construction Corps' competent departments of industry and information technology, competent departments of communications and important state-owned backbone enterprises are requested to designate a competition contact and submit the contact information (see Annex 2) to the competition organizing committee office before September 18

(III) the competition organizing committee office should formulate an emergency plan to deal with the epidemic situation during the competition finals in advance in accordance with the national and the epidemic prevention and control requirements of Jiangsu Province and Nanjing, where the finals are held, and clarify the specific response measures under various circumstances. The emergency plan shall be publicly released by the competition official 15 working days before the finals. The relevant departments, units and teams of all provinces (autonomous regions and municipalities) and Xinjiang production and construction corps should do a good job in the organization of events, epidemic prevention and control and competition in accordance with the emergency plan and specific requirements
